D\u00fcnyam\u0131z\u0131n 1980\u2019lerden beri nas\u0131l de\u011fi\u015fti\u011fini bu \u015fekilde anlamak, borsalar\u0131n nas\u0131l \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 veya bir kredi temerr\u00fct takas i\u015fleminin nas\u0131l ger\u00e7ekle\u015fti\u011fini anlamakla s\u0131n\u0131rl\u0131 gibi g\u00f6r\u00fcnmektedir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fakat Marksist devrimciler olarak bizler, kapitalizmi yaln\u0131zca ekonomik s\u00fcre\u00e7ler toplam\u0131 olarak de\u011fil, ayn\u0131 zamanda b\u00fct\u00fcnl\u00fckl\u00fc bir sosyoekonomik ili\u015fkiler sistemi olarak anl\u0131yoruz. Neoliberalizmi, sava\u015f sonras\u0131 d\u00f6nemde sermaye taraf\u0131ndan geli\u015ftirilen, t\u00fcrevlerin al\u0131m sat\u0131m\u0131ndan daha yo\u011fun bir tarihe sahip ve daha kapsaml\u0131 sonu\u00e7lara ula\u015fan \u00f6zel bir strateji olarak g\u00f6r\u00fcyoruz.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neil Davidson\u2019un&nbsp;<em>Uluslararas\u0131 Sosyalizm<\/em>\u2019deki son makalesi [4], neoliberalizm tarihinin gerek duyulan geni\u015fli\u011fini ve tarihsel karma\u015f\u0131kl\u0131\u011f\u0131n\u0131 ortaya koyuyor. Davidson\u2019un makalesi; 1970\u2019lerin ortalar\u0131ndan itibaren kapitalizmin karl\u0131l\u0131k krizine tepki olarak \u201c\u00f6nc\u00fc\u201d (\u0130ngiltere\u2019de Margaret Thatcher gibi) egemen s\u0131n\u0131f taraf\u0131ndan geli\u015ftirilen \u201cpolitik-ekonomik\u201d bir strateji olarak neoliberalizmin in\u015fas\u0131na d\u00e2hil olan kapsaml\u0131 ve s\u0131kl\u0131kla \u00e7eli\u015fkili s\u00fcre\u00e7lerin ola\u011fan\u00fcst\u00fc a\u00e7\u0131klamas\u0131d\u0131r. Davidson, neoliberalizmin hem (a) 1973-1974 krizinden sonra kabul edilen yeni bir ekonomik sermaye birikimi stratejisi hem de (b) sermayenin birikmesine ve i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131 ve \u00f6rg\u00fctlerini par\u00e7alamas\u0131na olanak tan\u0131yan bir siyasi politikalar dizisi oldu\u011funu g\u00f6steriyor. Davidson\u2019un k\u0131rk y\u0131l\u0131 a\u015fk\u0131n s\u00fcredir haritas\u0131n\u0131 \u00e7izdi\u011fi \u015fey, d\u00fcnya genelinde se\u00e7ilen h\u00fck\u00fcmetlerin politikalar\u0131n\u0131n neoliberal \u00e7izgiler boyunca sermayenin yeniden yap\u0131lanmaya duydu\u011fu yeni ihtiya\u00e7lar ile her zaman \u00e7ak\u0131\u015fmad\u0131\u011f\u0131n\u0131 bulman\u0131n do\u011fal oldu\u011fudur. Biraz zaman ve birka\u00e7 d\u00fczenleme gerektirse de neoliberalizm, ekonomik politika, politik strateji ve (dolay\u0131s\u0131yla) ideoloji olarak 1973-1974 y\u0131llar\u0131 aras\u0131nda hegemon oldu ve 2008\u2019de mali \u00e7\u00f6k\u00fc\u015f\u00fc meydana geldi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ABD\u2019de neoliberal d\u00fczen kurulduktan ve kontrol etti\u011fi ulus \u00f6tesi ekonomik kurumlara dayat\u0131ld\u0131ktan sonra, model birikmi\u015f bir g\u00fc\u00e7 elde etti: Geli\u015fmi\u015f \u00fclkelerde a\u00e7\u0131\u011fa \u00e7\u0131kan, ABD ile rekabet etme ihtiyac\u0131, di\u011fer devletleri, ekonomilerine avantaj sa\u011flam\u0131\u015f gibi g\u00f6r\u00fcnen \u00f6rg\u00fctsel bi\u00e7imleri benimsemeye zorlad\u0131; K\u00fcresel G\u00fcney\u2019deki devletler kredi ve yard\u0131m alabilmek i\u00e7in neoliberal y\u00f6ntemlerle ekonomilerini yeniden yap\u0131land\u0131ran ko\u015fullar\u0131 kabul ettiler. [5]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Davidson\u2019\u0131n a\u00e7\u0131klamas\u0131, k\u0131rk y\u0131l\u0131 a\u015fk\u0131n k\u00fcresel tarihin ve politik ekonominin bilgece bir de\u011ferlendirmesidir. [7]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marx\u2019a g\u00f6re, insan eme\u011fi, kapitalizmdeki her de\u011ferin kayna\u011f\u0131d\u0131r.
